Since neither state has an income tax nor any type of deductions for contributions, it really doesn’t matter. However, Florida’s plan has lower fees – thus higher performance. You can see the rankings on plan performance here: Best 529 Plans By Performance.

California Scholarshare
Utah my529

California Scholarshare is a good plan, with low fees and good funds. Also, if it makes a difference, you could be eligible for the $100 matching contribution to start. Utah is also a good plan, but there’s not much difference between the two, and theoretically if California were to ever offer future tax incentives, it would likely require you use Scholarshare. That would be my recommendation, but DIY your research.

It’s an option, but you pay a monthly fee and it’s not a 529 plan – you’ll owe taxes on gains and potentially have kiddie tax issues.

Opening a top 529 plan, such as Utah, can potentially be a better option if you want to go the 529 plan route vs. UTMA.
